Notes on the Postal Use of the Special Issues from 1971

At the time of the publication of "Andorra Andorre" the French postal tariffs of 1971 were still in force. These have since undergone three major revisions, in 1974, 1976 and May 1978, as well as minor adjustments at other times, and stamps have consequently been issued in new denominations. The folloving list attempts to relate all the stamps issued between 4th January, 1971 and 15th May, 1978 to the tariff for which they were created or which they represented at the time of their appearance. A few stamps, known in France as "Valeurs d'appoint", do not represent any specific tariff, being in the nature of "make-weights" for use with other stamps to meet a tariff for which no single stamp exists, and these are shown as "ADDITIVES" for want of a better word. I have applied this term to one stamp which does correspond with a specific tariff because it is unlikely that it was created especially to meet that tariff, which would have but limited application in Andorra. New postal rates came into force on the 15th May, 1978, (Valira Torrent No. 8, page 4) and stamps issued subsequent to that date, commencing with the 2f Virgin of Sispony issued on the 20th May, are therefore outside the scope of these notes.
